Before I started the above solution I had moved cards around and disabled AGP 4X, in seemingly every conceivable variation with no luck. Now that I have the problem solved, it would be great to know why/how it worked, if I went way out of my way through ignorance, if there could be a better solution.

I went out a got a USB two-port PCI card ($30) as Simon suggested and my webcam is flying now, works great!! Another note, I also have a Microsoft Wireless Optical mouse that is USB. I recently purchased Xp Pro and installed it on clean partitioned drive on which I used to run win98se as my old op. sys.

Programs fail to install
Well I'ma gonna tell you this VIA chip is much MUCH more stable and doesn't crash my system when I work with my two external firewire drives (I use them for backup I'd be copying backup-1 to backup-2 (redundant system backups of which one is stored offsite) and the damned NEC chip would crash my system hard.
